Mayor’s Message

Being Engaged in Your Neighborhood

Dear Citrus Heights Community

As I continue my monthly series highlighting service in Citrus Heights, this month I want to focus on a form of service that happens right outside our front doors: being engaged in your neighborhood. Strong, connected neighborhoods are one of the most effective tools we have for building a safer community, and that starts with neighbors who know, trust, and look out for one another.

Pavement Restoration

Help Keep Road Improvements on Schedule

Slurry seal road work

As Citrus Heights continues its Pavement Restoration Program, residents are reminded to respect all posted road closures around freshly slurry-sealed streets. While the new surface may look ready, it requires time to properly cure before vehicles can safely drive on it.

Driving through closures can damage the new roadway, resulting in additional repairs, longer construction impacts and potential liability for the damage caused. Our contractors are working hard to reopen streets as quickly as possible, and your cooperation helps ensure a smooth, durable road surface that will serve the community for years to come.

Thank you for your patience as we invest in better roads throughout Citrus Heights. If you have questions about a specific project location or treatment, contact the General Services Department at (916) 727-4770 or servicerequestGSD@citrusheights.net.

Citrus Heights Serves: Youth Leadership

“As I continue my monthly focus on service in Citrus Heights, I want to highlight one area especially close to my heart: our youth. Some of the most meaningful service happening in our community comes from young people who care about others, want to make a difference, and are ready to lead. Every time a student volunteers, helps at a community event, joins a leadership program, shares ideas, or steps forward to serve, they help strengthen our city. They are also building skills that will stay with them for life including leadership, teamwork, communication, and civic responsibility. “

Message from Ash Feeney — June Tap to expand
City of Citrus Heights — Beautification

From the Desk of the City Manager

Aligning Priorities and Resources

Dear Citrus Heights Community,

Good local government starts with listening. Residents expect their local government to pay attention to the issues they experience every day and respond in practical, measurable ways. One of the advantages of being a locally governed city is the ability to respond directly to the priorities, concerns, and goals of the people and businesses who call Citrus Heights home. That is why community engagement continues to play such an important role in the decisions we make.”

Each year, the City conducts a statistically valid FlashVote quality of life survey to help inform the City Council’s strategic planning process and measure resident sentiment over time. The survey helps identify where residents believe progress is occurring, where challenges remain, and where the community wants continued focus.

This year’s survey reinforced many of the conversations we hear throughout the community every day. Residents identified physical safety, community cleanliness, shopping and dining options, and ease of getting around town among the city’s strengths, while also noting visible progress in areas like roadway improvements, beautification efforts, community events, responsive city services, and reinvestment activity throughout the city.

At the same time, the survey made clear where residents want continued focus. Public safety and security, roadway conditions, community cleanliness, and a range of shopping and dining options ranked as the community’s highest priorities. Residents also emphasized continued attention to homelessness, neighborhood upkeep, commercial corridor maintenance, code enforcement, and momentum at Sunrise Tomorrow.

Surveys like these, along with all the feedback the City receives through community conversations, meetings, outreach efforts, and everyday interactions with residents, matter because every city operates with finite resources, and local government is ultimately about making thoughtful decisions on how those resources are invested. Resident input helps ensure the City remains focused on the priorities the community believes matter most while also helping guide how projects and services are phased and delivered over time. As costs continue to rise and community needs evolve, strong fiscal stewardship becomes even more important. Citrus Heights remains focused on disciplined decision-making, long-term thinking, and investing public resources in ways that deliver meaningful community value while continuing to advance the priorities residents identify as most important. That community-informed approach has helped the City carefully evaluate competing priorities and direct finite resources toward investments that generate the greatest long-term service value for residents. The result has been transformative investments in roadway resurfacing, beautification, public safety, and long-term reinvestment efforts throughout the city while maintaining a focus on measurable outcomes and stewarding public funds in a responsible manner to ensure long-term fiscal health of the City is maintained.

Citrus Heights has made meaningful progress because residents continue to stay engaged, the City Council continues setting clear priorities for the future, and City staff remain focused on implementation and accountability. If you are not already participating in FlashVote, I encourage you to sign up and make your voice heard. The surveys take only a few minutes to complete and provide an important way for residents to directly help shape priorities and decision-making in Citrus Heights.

Thank you to everyone who participated in this year’s survey and continues to stay involved in the future of Citrus Heights.

In your service,
Ashley J. Feeney
City Manager, City of Citrus Heights

Citrus Heights Advances Sunrise Mall Redevelopment

Sunrise Mall redevelopment

The City of Citrus Heights has taken a major step toward advancing redevelopment of the Sunrise Mall property by establishing a public-private partnership framework with Sacramento-based sports and entertainment development firm The Mettle Shop for the development of the Sunrise Sports Center, a proposed regional sports and entertainment complex envisioned as a catalyst project within the Sunrise Tomorrow Specific Plan.

The proposed Sunrise Sports Center would occupy approximately 13.75 acres of the 100-acre Sunrise Mall property, serving as a catalyst project intended to activate the site and attract additional investment across the remaining acreage. The Sunrise Tomorrow Specific Plan has provided the framework, alongside ongoing work on infrastructure, financing, and partnerships to support development at this scale.

If ultimately approved later this year, the Sunrise Sports Center would serve as a catalytic anchor helping stimulate redevelopment across the remaining 85+ acres of the Sunrise Tomorrow site, advancing the City’s vision for a vibrant regional destination. Read the full News Flash here.

City of Citrus Heights — Beautification

From the Desk of the City Manager

A Message on Community Beautification

Dear Citrus Heights Community,

Citrus Heights is a community that takes pride in where it is headed, and I want to share an update on the progress we are seeing across the city. That progress is visible in cleaner public spaces, improved conditions in rights of way, and more consistent maintenance across City-owned areas.

This progress is the result of intentional leadership and long-term planning by the City Council. Through the Council’s strategic planning process, clear priorities were established around community image, beautification, and neighborhood quality of life. Since then, the Council has consistently reinforced those priorities by supporting practical solutions, investing in the right tools, and maintaining a focus on follow through.

City staff, working across departments and with community partners, have translated that direction into action in public areas throughout Citrus Heights. Expanded beautification efforts, stronger enforcement tools, and improved coordination have led to visible improvement in public spaces and along key corridors. Residents have noticed — community feedback shows that sentiment around city management of blight and beautification has shifted from unfavorable to favorable in just two years.

Cleaner Public Spaces

Improved maintenance and coordination across city-owned areas and rights-of-way.

Stronger Enforcement Tools

Expanded programs and collaboration helping reduce blight and improve neighborhood appearance.

Commercial Vacancy Action

New Commercial Property Reoccupancy Ordinance ensures vacant buildings remain safe and ready for reinvestment.

As progress in public spaces continues, the City Council has also taken steps to extend momentum citywide. The newly approved Commercial Property Reoccupancy Ordinance creates a clear framework to address long-term commercial vacancies while working collaboratively with property owners to support business activation and long-term economic vitality.

These actions strengthen our city’s foundation, enhance quality of life for residents and businesses, and contribute to public safety by maintaining clean, orderly spaces. Together, we have made strong progress — and together, we will continue moving Citrus Heights forward.

In your service,
Ashley J. Feeney
City Manager, City of Citrus Heights
