Edgewood HOA Residents Sound Alarm on Reserve Misrepresentation, Retaliation, and Silenced Voices

Citrus Heights, CA — Residents of the Edgewood Homeowners Association (HOA) are raising serious concerns over misrepresented financial disclosures, concealed reserve balances, and retaliation against those who speak out.

Reserve Misrepresentation and Concealed Financials

  • In 2024, the HOA’s own management company, Network Community Management (NCM), privately disclosed to residents that reserves were only 8% funded, despite the Board’s official disclosures reporting 55% funded.
  • NCM — which manages over 80 communities in the region — was terminated by Board President Pat Burden shortly after raising the issue.
  • In 2025, the HOA newsletter (“Edgewood Voice”) reported a reserve balance figure of about $236,394.50, fluctuating only slightly (±$10,000) across multiple issues. Residents flagged this as suspicious.
  • After questions were raised in community forums, the Board stopped publishing reserve balances altogether.
“They knew the numbers didn’t add up, so instead of fixing the problem, they stopped showing us the numbers.” — Shane Hill, resident advocate

Misplaced Priorities: Cameras for Board Members, but No Bridge for Seniors

After a fuel theft in the HOA’s gated RV lot, the Board approved a $25,000 camera system — primarily benefitting Board members who store their RVs there. Storage fees remain just $300/year with power hookups, far below market rate, with electricity costs paid by all HOA members.

Meanwhile, urgent needs go unaddressed:

  • A collapsed pedestrian bridge has forced seniors to walk along public streets.
  • Nearly $90,000/year is spent on decorative landscaping, with no plan to adapt to California’s new water-use restrictions.

Resident Voices

  • “We should have investigated more before we bought. I stand behind anything that will get the job done and hold people to account.” — Warren, senior resident
  • “Lack of communication is just the tip of the iceberg. The funds are exhausted, the property is decaying, and the Board makes boneheaded decisions like a $22,000 camera system that doesn’t even work.” — Linda, homeowner
  • “Are you frustrated with the current HOA Board? Do you feel like you are not acknowledged or heard? Are you tired of continuous increases in our HOA fees? It’s time for a change.” — Paul, resident organizer

Chilling Free Speech

Residents distributing flyers or recall petitions were reported to police, despite these activities being protected by free speech. Others report being blocked, dismissed, or threatened with violation notices.

Broader Impact

  • Neighbors on Kingswood Drive have complained about ivy, overgrowth, and floodlighting from the HOA’s RV lot.
  • An FCC complaint remains unresolved over radio interference from the HOA’s surveillance system.

Call to Action

Residents are demanding:

  • Full transparency into HOA financial reporting
  • Accountability for misleading disclosures
  • Protection for whistleblowers and residents who speak out
  • Leadership that represents the entire community, not a select few

“This is bigger than paint and landscaping. It’s about honesty, accountability, and protecting the rights of residents — especially our seniors — from being misled, silenced, and intimidated.” — Shane Hill
