Edgewood HOA Residents Sound Alarm on Reserve Misrepresentation, Retaliation, and Silenced Voices
Citrus Heights, CA — Residents of the Edgewood Homeowners Association (HOA) are raising serious concerns over misrepresented financial disclosures, concealed reserve balances, and retaliation against those who speak out.
Reserve Misrepresentation and Concealed Financials
- In 2024, the HOA’s own management company, Network Community Management (NCM), privately disclosed to residents that reserves were only 8% funded, despite the Board’s official disclosures reporting 55% funded.
- NCM — which manages over 80 communities in the region — was terminated by Board President Pat Burden shortly after raising the issue.
- In 2025, the HOA newsletter (“Edgewood Voice”) reported a reserve balance figure of about $236,394.50, fluctuating only slightly (±$10,000) across multiple issues. Residents flagged this as suspicious.
- After questions were raised in community forums, the Board stopped publishing reserve balances altogether.

Misplaced Priorities: Cameras for Board Members, but No Bridge for Seniors
After a fuel theft in the HOA’s gated RV lot, the Board approved a $25,000 camera system — primarily benefitting Board members who store their RVs there. Storage fees remain just $300/year with power hookups, far below market rate, with electricity costs paid by all HOA members.
Meanwhile, urgent needs go unaddressed:
- A collapsed pedestrian bridge has forced seniors to walk along public streets.
- Nearly $90,000/year is spent on decorative landscaping, with no plan to adapt to California’s new water-use restrictions.

- Neighbors on Kingswood Drive have complained about ivy, overgrowth, and floodlighting from the HOA’s RV lot.
- An FCC complaint remains unresolved over radio interference from the HOA’s surveillance system.
